MINUTES OF THE SECOND INTER-MINISTERIAL COMMITTEE MEETING
HELD ON 11TH JUNE,
2004 AT 11.00 A.M. in STEEL ROOM.
List of officials is enclosed at Annexure.
Additional Secretary & Financial Adviser chaired the meeting. Following decisions were taken:-
- A sequence of actions to be taken before the arrival of a ship for scrapping at port, by various authorities needs to be prepared for pin – pointing the role of concerned agencies such as:-
Department of Revenue/CBEC(for customs port), AERB, Gujarat Maritime Board, Gujarat Pollution Control Board etc.
- Representative from Customs, AERB to be called for future meetings.
- Regarding direction of Hon’ble Supreme Court at Sr. No. 4 on disposal of waste material in proper manner and using technologies that meet the criteria of effective destruction of 99.99% - it was decided that State Governments where ship breaking is done, particularly Gujarat Govt./GMB should put up an incinerator at site itself in Alang, like at Kolkatta & Mumbai ship breaking yards.
- Gujarat Pollution Control Board to consult Central Pollution Control Board on the ways & means to comply with the direction of S.C. on complete removal of waste oil, sludge, mineral oils, paint chips to areas outside the beach for safe disposal. More licensed units for processing used oil from ships other than the areas in Maharashtra near Mumbai and Kerala are required, particularly near Alang in Gujarat.(Action Shri N.H.Hosabettu, Dir, MOEF, GPCB/CPCB)
- “Gas free hot work” certificates which have been stopped by Department of Explosives should be continued to be issued beyond 8 th June, 2004 deadline for another six months. Department of IPP, Ministry of Commerce & Industry be requested to have a re-look at the interpretation of Chief Controller of Explosives.
- Personal protective equipment such as helmets, masks, safety shoes, gloves should be provided.
- Ministry of Steel to write to Ministry of Shipping, Ministry of Labour, Ministry of Environment & Forest for: -
- deliberating on concerned issues before Indian delegations leave for participation in International meetings on ship breaking at IMO and the Basel Convention;
- Before any team leaves, an approach paper may be presented in the group consisting of concerned Ministries such as Labour, Shipping, Steel, MOEF, Ministry of Commerce and Industry etc;
- Representatives from Ship breaking industry, Ministry of Steel, Gujarat Maritime Board may also be associated in future delegation
